They can charge upto 5 rupees or so for it and pay the customer back upon it's return. I know an organic food store in Baroda that does this. They get these bags made by small time tailors who have a lot of cut out waste cloth which they make these cloth bags with.<br /><br />One more solution that I can think of which might seem more like a fad but it might appeal to the masses for a longer time. If AMC invests in creating a few thousand of a little fancy, same looking, with a specific symbol re-usable cloth bags and distributes it to as many small time vendors it can to be used as refundable bags for buying fruits and veggies, maybe it'll promote the usage of re-usable bags.
